1. Asset GRAVURE (true name: PYOTR ILYICH KOVACHEV, GRU Colonel, Third Chief Directorate) completed defection processing on 28FEB1965 at REDACTED FACILITY. Full debrief conducted over fourteen days by EUR Division team ECHO-7. This memorandum summarises key findings relevant to Operation STARFALL. Full debrief transcript held separately under BYEMAN access controls.

2. On the Vektra Institute event (October 1961): GRAVURE confirms that the signal event took place as described in SIGINT reporting (see MEMO-02). He confirms that the KGB arrived at Vektra Institute on 16OCT1961, two days after the initial detection, and removed all recording equipment and associated documentation. He states that he personally observed the classified summary prepared by Dr. A.D. VORONOV and transmitted to the Academy of Sciences Presidium.

3. On the disposition of signal data: GRAVURE states that the primary data — original recordings and Voronov's analysis — was transferred to APPLIED SIGNALS DIRECTORATE, FIRST CHIEF DIRECTORATE and has not, to his knowledge, been destroyed. He believes it remains in a classified archive. However, GRAVURE states that Voronov retained personal notes on the signal analysis which were not recovered by the KGB search team due to REDACTED.

4. GRAVURE states that Voronov distributed these notes — fragmentary, encoded in a manner he describes as "hidden in plain sight" — across several archival and published documents. He believes the notes remain recoverable but requires REDACTED to locate them.

5. On the secondary cache: GRAVURE states that he personally retained one component relevant to STARFALL: a frequency log, reference designation 443, held as part of his personal effects. He describes this as essential to decoding Voronov's distributed notes. At time of defection, GRAVURE states this item was in his personal possession but will be deposited at the Baltimore field office for safekeeping pending operational use. 6. Assessment of GRAVURE's bona fides: ECHO-7 team assess GRAVURE's account as REDACTED. Several inconsistencies noted; see full debrief transcript. Of particular concern is GRAVURE's apparent reluctance to discuss REDACTED, which may indicate REDACTED. Recommend continued monitoring.
